A committee of experts from the Delhi government is in the final stages of preparing a phased plan of action on Covid-19, which will likely include action from closing markets to increasing ICU beds to combat one possible contagion surge in the city in the futureofficials said on Friday.

The eight-member committee, made up of bureaucrats, doctors and hospital managers, has agreed to color-code the plan in order to attract greater public attention, a senior official said. The committee was formed to develop strategies for dealing with a possible third wave.

For the time being, it was decided that, depending on the severity of the Covid 19 situation, four warnings – yellow, yellow, orange and red – would be issued. Each warning will come with its own mitigation and preventive measures, such as the tiered plan of action in the event of air pollution control, the official said.

“The idea is to get away from a situation where action is being taken after round of meetings, which creates unnecessary delays. And it does so despite knowing what kind of restrictions are required at what level, as the country and Delhi have now seen multiple flare-ups. The phased action automatically determines the course of action based on a number of objective criteria, ”said the official quoted above.

The mandate of the committee was to develop guidelines on when a lockdown should be announced and the severity of different situations. “The assignment was very clear. The committee was expected to develop various action plans based on new cases, active cases and the test positive rate. For example, if the test positive rate stays above x for y days, a warning is issued and the associated measures are considered in effect, ”another official said.

Aside from the lockdown, the alerts will also determine the expansion of hospital infrastructure such as isolation, oxygen and intensive care beds, ventilators, as well as medication and medical oxygen.

The committee’s mandate was also to shape the plan so that hospitals to be designated for Covid treatment at different stages are identified in advance.

“For example, there needs to be a clear plan with a positivity rate of 5/10/15/20/25/30%, which facilities have how many beds, which new facilities are added in the city with increasing percentage along with related components that are necessary for the operation of these facilities. The plan should be created in such a way that each stage of the plan can be activated within a short timeframe, ”says the contract award.
